Under general supervision, performs work of considerable difficulty in analyzing, planning, developing, utilizing, and maintaining the Geographical Information Systems (GIS) and its maps and related data stores for user departments,; performs related work as required.

An employee in this class is responsible for the creation and management of programs and databases, of advanced technical nature, using various GIS and other advanced programming software such as ESRI, Model Builder, Python, and SDE, Flex, Silverlight, Java, HTML5, SQL and Visual Basic programs and scripts. Some of the principle activities may include managing production work for SMD (Stormwater Management Division) flood plain mapping and assisting with SMD GIS planning, analysis, and development. Work involves meeting with users to develop system or project requirements and researches. This position also develops, updates and maintains GIS database applications in support of departmental activities. This position handles a high degree of complexity of GIS assignments and lead worker responsibilities. General supervision is received from assigned Project Manager.

• Determines required program parameters and languages, writes programs in ESRI ArcGIS, Model Builder, Python and SDE, Flex, Silverlight, Java, HTML5, SQL and Visual Basic scripts or other appropriate languages for applications.
• Discusses user problems to be solved such as planning, modeling and specific assessment of conditions.
• Acts as a lead of assigned areas and projects.
• Works with users to analyze and correct problems.
• Creates and manages cartographic and tabular databases.
• Develops techniques for systems enhancement.
• Develop integration methods to and from the GIS System.
• Design, develop, and implement multi-user GIS work flows; design and develop efficient GeoDatabase Schemes / Layouts.
• Performs equipment interfacing and network configurations.
• Oversees entry of data into database.
• Tests and debugs systems outputs.
• Verifies system malfunctions and determines appropriate course of action.
• Works with consultants and other GIS personnel to develop programs.
• Works with other governmental agencies on cooperative technical programs.
• Maintains currency in technical developments by interactions with other professionals and system vendors.
• May maintain product publication sites for SMD GIS.
• May conduct flood plain mapping production steps for various flood plain map series and perform maintenance as required.
• Provide guidance and assistance to team members as required
• Coordinate and monitor the facilitation of change and continuous improvement to GIS related software and data
• Maintains regular attendance and punctuality

• Adjusts work assignments and schedules in the event of an emergency to participate in emergency preparedness, response, and recovery activities as assigned.
• Depending on assignment may maintain required emergency management training, licensure and/or certifications.
• Performs related duties as required or assigned within job classification.

• Using technical programs and languages such as ESRI, Model Builder, Python and Flex, Silverlight, Java, HTML5, SDE, SQL and Visual Basic scripts, ESRI ArcGIS, GPS, and related programs
• Planning, scheduling and coordinating project requests; working skill in dealing effectively with others.

• Plan, organize, manage and evaluate the work of the division to ensure efficient, timely and cost-effective services

Completion of a Bachelor’s Degree in Computer Science, Geography, Urban Planning, Civil Engineering, GIS, or related field and five years GIS experience in data base management, GIS, systems design or programming; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
