Under direction; performs work of considerable difficulty in the formulation, development, implementation and supervision of plans, programs and activities within the Community Development Unit; assists the appropriate division Administrator; performs related work as required.

An employee in this class spends a considerable amount of time supervising, planning, coordinating, and implementing policies and goals for assigned staff. Independent judgment is required to interpret policies and resolve problems as they occur. Direction is received from the appropriate Administrator.

• Supervises the work of subordinate personnel engaged in community development work including but not limited to citizen engagement activities, community needs assessments, fair housing activities, and the management of the following programs: Community Development Block Grant, HOME Investment Partnerships Program, Emergency Solutions Grant, Community Development Block Grant-Disaster Recovery, and the DuPage County Human Services Grant Fund
• Recommends hires and promotions, directs and evaluates employment decisions for all assigned positions
• Develops, organizes and coordinates the implementation of established goals, objectives, plans, and daily activities of Community Development programs, activities and projects as well as monitors, researches, and participates in activities that will promote these programs/projects
• Oversees the Housing and Urban Development (HUD) Consolidated Planning cycle, including but not limited to, the Consolidated Plan, the Annual Action Plan, the Consolidated Annual Performance Evaluation Report, the Citizen Participation process, the urban county and HOME Consortium requalification process
• Engages and participates with the DuPage County Community Development Commission and HOME Advisory Group, including the development of project recommendations, policies and procedures
• Administers the work program related to the implementation of the Consolidated Plan
• Identifies available sources of grant funding related to Community Development
• Coordinates grant writing activities and facilitate departmental personnel participation in the process
• Develops and prepares grant applications
• Promotes understanding and utilization of programs by performing various public relations activities through the media, working relationships with other agencies and municipalities, and funding sources
• Develops and evaluates tracking tools to assist in monitoring the effectiveness and efficiency of various programs
• Provides or coordinates in-service training programs to keep staff abreast of developments in the field
• Ensures staff compliance with division policies and procedures and applicable regulations
• Reviews and discusses care plans and personal development plans
• Assists staff on decision-making process
• Represents the Community Services Department and Community Development Commission at meetings, presentations and workshops
• Maintains statistics of clients served
• Prepares reports
• Develops and maintains working relationships with community groups, other agencies, municipalities and townships; leads or coordinates group meetings or advisory groups
• Assists the appropriate Administrator with large projects including annual grant development and coordination of daily activities
• Maintains regular attendance and punctuality

• Adjusts work assignments and schedules in the event of an emergency to participate in emergency preparedness, response, and recovery activities as assigned
• Depending on assignment, may maintain required emergency management training, licensure and/or certifications.

Exercises supervision of personnel in related area of responsibility.

Completion of a Bachelor’s Degree in Business Administration, Finance, Urban Planning, Public Administration or related field.   Five years of experience in overseeing a community development, real estate, construction management, housing development or administration of Federally-funded grants programs and one year of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

The work will occur in an office and/or field environment.  When performing the duties and responsibilities in the field, this position will work in extreme weather conditions and in cramped or confined spaces.
